I disagree with the view that that “expected outcomes” statement
contains assumptions that need justification before this can proceed.

If no change is needed (beyond the evolution of governance
arrangements that is happening anyway), the outcome of the proposed
“review process” will be a statement to that effect, and the “core of
principles” and “draft of a global IG model” outcome documents will
simply consist of corresponding documentation.

I personally believe that changes are needed, and I'm ready to provide
arguments to that effect, as well as solution proposals, both at the
São Paulo meeting and during the preparatory process. I think that is
where those arguments, as well as the corresponding counterarguments
from those who disagree, should be examined and discussed. In order for
that to happen, we need a global process with the kind of objectives
that have been described. I am very happy that this is apparently going
to happen.
