The difference (in the UK at least) was that the government engaged very 
well with the Internet and IT industry to ensure that the issues were 
both addressed before the event, and any fallout "on the day" was 
planned to be dealt with. I was one of those who stayed up all night, 
having been allowed only peripherally involvement in any parties, to 
handle anything that arose according to a plan that had been worked on 
for months.

IPv6 deployment does not having anything like as much as a hard deadline 
to deal with.
