But then Michel would not have his fun, and require extended responses to restate and further explain what is obvious to you and most others.  The only “advantage” is that my follow-up further explained/proved my point.  So perhaps I should be grateful!

I think the context within which Shatan used that phrase should determine your conclusion. Which involves reading the text before and after that phrase. I guess he was trying to emphasis that the ICANN system is open to anyone that is interested.
