There's no need to transfer it. All it needs is switching off.

IANAL, but it seems to me that if, 16+ years after this point about
US "ownership" of something that can't obviously be owned was first
raised, there is still no legal opinion from the USG side, we should
proceed as if the whole topic is a red herring.
