Milton,
Mike did not say state-led but gov-involved.
Our actual pick is MS concerted: everyone can be a stakeholder.
My take of a stakholder is someone for who the way the internet is 
managed can be a nuisance and who can fix it (changing the common 
equilibrium) or even retaliate (so he/she knows something about the 
stuff). The common interest is therefore to listen to stakeholders 
them being a state, gov, lab, hacker, infomed user, syndicalist, etc.
