Actually it was said that it would be; only later was this retracted, due no doubt to some behind-the-scenes machinations: http://rt.com/news/brazil-internet-summit-fight-nsa-006/.  And even if it isn't on the formal agenda, it will certainly be the biggest elephant in the room.
