[discuss] Roadmap for globalizing IANA

Steve and all, I am resisting participation in these dialogues because
of my commitments in BR (no time to properly follow), but really, it is
amazing how disinformed arguments creep up and in several cases go
unchallenged. Thanks for taking your precious time to respond to this one.
