The ISO 3166/MA maintains the ISO 3166 standard.  As explained on
the home page <http://www.iso.org/iso/home/standards/country_codes.htm>,
these codes are used in various ways.  As Steve explained one of
the uses of these codes is to use them as ccTLDs.
