There are legal reasons.

I must let ICANN that do run the RFP process explain how RFPs must be managed for legal reasons in the juridical context the RFP is issued in.

The RFP is almost finished, but the ICG where will agree on the RFP is in a meeting tomorrow (Saturday) in Istanbul at this F2F meeting:
