[discuss] [ianatransition] ICG Issues RFP to Fulfill Secretariat Function

Perhaps to put it better; what is the use of a pre-RFP? What advantage does
it bring aside from confusion it's already causing.
As soon as it was posted, someone indicated it's not been approved so why
post it then. If it's posted to receive broader community comments then it
makes sense but will ofcourse require more details.

Perhaps there is starting to arise some coordination problem within ICG.
