Let's say that the issue about setting up of a mailing list.  There 
would have to be someone within the group who has the knowledge to do 
that.  If there isn't anybody in the group with the knowledge someone 
in the group might say "As we don't know how to solve that issue it 
is better not to work on it".

Decisions are usually based on the views which have been 
expressed.  As the discussions are usually open anyone can assess the 
views and determine for himself/herself whether the appropriate 
conclusion was reached.  The is more to the process than what Suzanne 
Woolf described.

The discussion is open to anyone.  If a person does not voice out 
his/her concerns it is not an important concern.  For what it is 
worth, decisions are taken on a mailing list.  That provides a low 
barrier to participation (ignoring the time element).

Please note that the process is not perfect.
