Being one of "the most experienced and prolific contributors to the Internet "
you should already know how to do that.
How you run your business is out of the scope of the IG and if you expect a

ISPs (not all for sure) know what has to be done and how, sooner or later
if they don't do it end users will move on and switch to companies that
provide the services they want. It is really an evolution and I don't
remember anybody banging on the doors of IG when DEC, Netscape, Altavista,
AOL, etc, etc, went dark.
But I've to agree with you, no doubt end users are completely
misrepresented in the IG world.
