Just one question

I did not read in this thread the word "singularity" 
http://en.wikipedia.org/wiki/Technological_singularity. (At the 2012 
Singularity Summit, it was explained that there is an 80% probability 
that the singularity will occur between 2017 and 2112).

Is that a concept that is foreign to the Internet Governance?
Or how should it be addressed?
