This comment of Stratfor on the USG Russian strategy seems to also 
apply to the Internet Governance issue.

While activists clamor for clamoring, prudent VGN Masters might 
prefer doing something for and by their own rather than trusting the 
NTIACANNA Congressionnal and HR appearance.
