there are a few things mentioned in the background paper – some about capacity building, one about working to build trust in the internet and its governance ecosystem, and one about addressing internet issues.

So what do you think they are looking to build?

Just to clarify my ambiguous statement– the comment below as regards “all from western countries” applies to academic selections, not civil society. so to rephrase:
representation is very imbalanced. Only 6 legitimate civil society people and 4 academics among over 100 attendees. And over 90 % of business reps, and 100% of academic reps, are from western countries.
Yes, I know, you have to start somewhere. But if you are building something, foundations matter.

@Peter, there is nowhere to see that. That is exactly the problem, no one has been informed. As we can see from the answers of our colleagues in this list. Quite different from NETMundial organization process, transparency, openness and participation has not being the values so far.
It would be super useful we can use this list to exchange information (as proposed by Avri) and views. Particularly because not everyone has access to information on that.

1. Great idea to re-initiate the list. Thanks!
2. I know absolutely nothing but am very curious.

Shouldnt it be a "Yes"?
Probably, and perhaps I was being silly asking. It was just with the
re-birth of the list, I figured to tread carefully at first.
I understand there will be some sort of announcement at the IGF about
it, and I have been a part of few conversations where it was discussed,
but where few of us really knew what we were talking about because each
of us knew so little. These were conversations in which various people
tried to gather the shards of information they had managed to collect on
the behind the scenes NI organizing effort, to try and get a larger
picture.
I was hoping that:
a. this list might be an appropriate place to gather more of those
shards together
b. that perhaps, those with authoritative knowledge might share it.
c. this larger non-governmental multistakeholder assemblage could start
vetting the idea.
But maybe I go too far while trying to tread carefully.
