[discuss] History/Summary of discussion on /1net till 30/01/2014

I just want to reinforce the use of a open wiki (MediaWiki is a great
platform for that), which would also help (hopefully) with the flux of
email. In a wiki, discussions can be opened by topic, and comments on that
substantive topic can be recorded. Important dealines and complementary
resources and link can also be recorded.

This is also a better way to document our debate on substantive issues and
keep track of the substantive issues. I can also help folks to catch-up.
The wiki can be moderated by the community and personal comments should not
be allowed (lets leave those to the emails). I think thins could be very
constructive.
