the first step to registration for the meeting is to complete an expression of interest, please see <http://content.netmundial.br/interests/expression>
The reason for this process, as given on the website, is:
"Netmundial participation is open, equal and flexible. In order to cope with the limited number of available seats in the meeting venue, the meeting secretariat is collecting the expression of interest to serve as a pre-registration to evaluate numbers and type of participants in advance. In case you are interested in participate, please fill up the following fields. NETmundial organizers will not offer travel support, however, other organizations may announce alternative support options soon.
Deadline for the expression of interest is February 28th."

That was not my impression.
First they are trying to gauge how many want to participate, and possibly looking at the proportionate mix.
Then, if they need to start culling the herd, the have information on why we want to attend and whether the prospective attendees intend to contribute or just kibitz.
It also gives them the ability, by looking a diversity gaps, to know where they need to do more outreach. I don't know if they are planning that, but it would seem a reasonable thing to do. At least to me.
