Dominique - 

The statement that "The government may take ownership of deliverables 
in exchange for the consideration provided under this contract " does 
not support the assertion that it is the "USG position is that the root 
is an US property."

If the USG indicated that it was taking ownership of the root zone per 
the contract, then there may be a basis to make some claim of a USG 
position, but as is, it's simply an option, not a position statement.
