Milton,

quoting your blog entry's last sentence, "Domestic institutional reform in
the US may not be enough."

That domestic institutional reform as a pending task is part of the tail
that is wagging the dog. Shifting away from it to the Sao Paulo
get-together, merrily kicking the ICANN football around "because it's
there", winding endless yarns around WSIS, etc. is only delaying a
conversation that people like you and your government should have started
long ago. The world is watching and waiting for those like you in the US
who think this needs fixing to hold the bull by the horns without
ricocheting around. Non-USians may have ideas but no standing to undertake
it.

That would signal another, maybe productive, way to slice "Prolem no. 1"
into parts that can lead to a solution.
