This is not true, we have been moving forward for more than 15 years and
still some countries keep lagging behind.

I don't know if I'll characterize the position of the countries that didn't
sign the final acts of WCIT 2012 as "healthy" but for sure the other 89 are
still in the previous century.

Some people seem to have some concerns about the existing structures, and I
hardly believe that extending ICANN's reach will be a formula for success.
But I agree, NGO's can play an important role to drive the local dialog
with government.
