Interesting, we have Oscar telling us there is nothing but state authority and Avri coming at it from the opposite perspective. Avri, the only problem you and I have in this discussion is that by "international community" in that specific context I meant the international community of states, because Brenden was talking about a formal delegation of political authority from a principal to an agent.

Why does international community imply a multilateral option.  I thought a goal of multistakeholder was for a multivariate international community.
