Current setup: no. In the past, there were issues of various kinds. Mostly process/resource related, but those issues sometimes resulted in (sometimes extreme, e.g., months to years) delays in all three of the major functions.

Well, I helped: by the time I joined in 2005, the services IANA provided had already begun improving through the efforts of people like Barbara Roseman, Michelle Cotton, Naela Sarras, and Pearl Liang. I just get the credit... :).
