Correct (and apologies for any confusion my earlier reply.)

To answer your scenario, it's necessary to know whether you are presuming that the countries 
"effectively walking away from ICANN are still advocating for a single Internet (only with their
NewCo now performing DNS policy development)...

If "Yes", then the question becomes how will DNSA determine which body will best represents 
the interest of the (single) Internet DNS community?

If "No", then it is a non-issue...  parties advocating for the own "internet" are free today to use the 
protocols today as they desire, and everyone following those countries can _today_ configure
accordingly and enjoy their own "internet" (although that "internet" may be a lot smaller in scope,
reachability, and functionality than the global Internet that they presently enjoy...)
