Determining the body that best represents the Internet DNS community for purposes
of policy development is not the same thing as actually doing DNS policy development.

It depends on how objective the criteria are that will be used in such a determination.

It would be beyond purely the technical/clerical administration of the DNS policy
(i.e. the primary role of the "DNSA" as I understand it), but selection of who does 
DNS policy development is not the same as performing DNS policy development.

I do not know whether it is "a policy function"; do you mean public policy function,
DNS policy development, DNS policy administration, or something else altogether?
