It would be beyond purely the technical/clerical administration of the DNS policy
(i.e. the primary role of the "DNSA" as I understand it), but selection of who does 
DNS policy development is not the same as performing DNS policy development.

I do not know whether it is "a policy function"; do you mean public policy function,
DNS policy development, DNS policy administration, or something else altogether?
