This is not a zero sum game. ICANN is not the global Internet Governance
framework. ICANN is one important co-ordination activity between many
such activities dealing with technical resources. Most decisions should
happen locally closer to the users.

Alejandro's points out that ICANN by following an open door policy of
engagement is enabling a form of democratic participation. But in the
end the local political structure and practice will take precedence at
the local level.

However if a country or international organisation decides to take it
upon itself to allocate a network resource without regard to the rest of
the world it risks cutting itself and communities off more than
enhancing any infrastructure or economy for itself. This is as true for
the US or China or a budding African or South American nation.

The benefits of having access to data networks accrue from enhancing
connectivity everywhere and that creates a mutual dependency. The most
effective way to manage those complex relationships is by having an open
door policy and clear frameworks for engagement.

The detail of who or what is a stakeholder and what weight or balance
that stakeholder holds in these revolving doors is one that needs to be
in my view somewhat fluid. This is what open door means. Likewise there
should not be an expectation that any resources for data networks should
automatically fall into the agenda of one or other management or
co-ordination activities. This again is what open door means.

It also means that ICANN can evolve a broader and deeper role globally
but to do so it will need to be more flexible and focus on co-ordination
not ruling. One consequence of encouraging stakeholders with different
points of view to the table is that you have to empower all Internet
participants to take responsibility for their stake. That has proved to
be very hard to do.

With that perspective it becomes much clearer how governments,
international organisations, NGOs and users can engage more effectively
and guide ICANN's future. They first need to encourage and support local
stakeholder communities and assist them engage together locally,
regionally (e.g., the RIRs) and in globally framed activities such as
ICANN, IGF and so on.

But at the other extreme if instead one takes a closed door point of
view then networks will very likely fragment at the IP and naming
layers. That will have very damaging consequences.

So it isn't that ICANN "becomes the global Internet Governance
framework. "but that the world needs to engage much more seriously and
deeply in empowering all stakeholders not just at ICANN but locally as
