I agree. Could you provide an example of what you would consider an "ICANN request" vs. an "IANA request"?
From my perspective, a redelegation request is an invocation of the IANA root zone management function which is performed by ICANN staff according to policies defined via a bottom up, consensus driven policy definition process.

IANA staff implements policy defined by ICANN's policy definition processes.
