I don't believe that there is any such assumption being made. We've only had an
announcement of the start of activity, and call for input on the process to be used.

You're asking about the IANA transition plan development process, which is still to be
determined per the slidedeck. Suggestions on how you want that to work need to be
submitted asap, and there will be a draft of the process to be used put out for
community review on 7 April 2014.
