[discuss] [ianatransition] ICG Issues RFP to Fulfill Secretariat Function

Can someone from the ICG please urgently explain to me (and to everyone
else) how one is meant to express interest by this Sunday to run a
secretariat with unspecified scope and function as of the Friday?

Deeply puzzled here.
