No, I am suggesting that oversight roles have impacts beyond only the 
ultimate sanction and we should consider the breadth of the overall 
oversight role.  Responsible kids will behave well irrespective of the 
presence of parents, we hope our institutions are and have been such 
actors, but can we predict the future?
