I think it's fair to expect some querulousness until the details are
developed.  And we should avoid characterizing the discussion in terms
of parties, though yes, clearly at the IANA hearing there was rather
inchoate version of attempts to undermine this administration for
partisan line purposes.  But that hearing was a staged divide just to
keep the legislative branch in contention, not actually a real
interrogation of the nature of the issue.
