perhaps  the takeaway is that this meeting/compact form a historical analog to the current IG discussion.   A range of choice is before us, with
roughly the same choices as Gordon Bell called out in the closing remarks;  Government, Self-directed, or Outsourced.   In 1987, the community
chose Self-directed, which gave us what we have now.   There are more players these days, with a more diverse suite of interests and drivers, but the
questions remain the same.

I too think that a Boswell and Ombudsman are different roles.  Both are needed/required in a Self-directed model.  Jon was unique and can not be replaced
or replicated. However I do not see why they _need_ to be split, just for the sake of splitting.  

As mentioned earlier, I will try and get an image of this torn paper online.   Or the original is in the Postel archives.
