The policy is here (for FY13), and presumably you were entitled to put
in comments:

GAC support is for up to 20 "with a focus on providing support from
least developed and lesser developed countries"; so most of them are
indeed paid for by their governments.

There's around 100 other people with travel support at ICANN meetings,
by the way; plus the expenses of the Board, NomCom and Review Team.
