It was actually a series of reviews of various national legal systems, done by the ICANN legal team under the auspices of the "Improving Institutional Confidence" project, run by the Presidents Strategy Committee through 2008-10.

I am not sure a final consolidated report was published. Requests of ICANN should produce at least the individual reports.

The PSC final recommendation was that ICANN look at the international not for profit status available under Swiss law.
