We discuss ideas like that.

People confuse geoIPs with routing. It is RIR independence which is 
looked for. This issue is to get an efficient address autonomous 
system. Pure NSEW wastes too much addresses with oceans and seas. May 
be some dymaxion map could be of interest to start considering a
