I'm not sure what you mean.  If I go to
http://www.iana.org/domains/root/db, I see the top-level domains as
either a traditional LDH-label or else as a U-label.  If I select any
U-label, the resulting URI includes the A-label form.  What is the
problem you are having, exactly?
