The UK (JANET) did this at first and some argued that it didn't
matter, it was a user interface issue because uk.ac.ucl was easily
recognized -- at the time a TLD of "ucl" was unthinkable -- and
converted to ucl.ac.uk or whichever the DNS preferred. It could even
be a user preference setting.

Then someone (John Gilmore?) put something like uk.co.xyz.com out
there and the issue got resolved.

It seems obvious today but at the time it passed for a reasonable
dispute.
