Regardless of what they expect, (1) the IETF process doesn't actually
privilege the meetings in the way you seem to be suggesting and (2)
since IETF standards are developed in public, even if the privilege
did accrue to the meeting, it is not clear how any expectation of
calling the tune would make any difference.
If you wish to argue there's a subversion of process, you will need a
better argument better than insinuation of this sort. We have plenty
of process problems around the Internet without making up new ones
that we don't have.
