Although some of them (given a choice of boxes to tick) self-identify as 
"Government", presumably on the basis that they regard themselves as 
'funded by the government'.[1]

Just shows how difficult it is, sometimes, to sort people into clearly 
defined stakeholder groups!

[1] But I haven't met one yet, who would claim to be "representing
     his/her government".
